The EB 5 Reform and Integrity Act of 2022 (RIA) established three new Rural EB5 Opportunities set-aside programs: 20% Rural, 10% High Unemployment Area, and 2% Infrastructure. The RIA mandates Rural EB5 Opportunities “Priority Rural EB5 Processing and Rural EB5 Adjudication” of Rural EB 5 Petitions, meaning Rural Rural EB5 investors receive their Rural EB5 Opportunities temporary and Rural EB5 Opportunities permanent Rural EB5 green cards faster than traditional Rural EB5 investors. Since the Rural EB5 is a new visa category, there is currently no per-country Rural EB5 cap or Rural EB5 wait line for Chinese Rural EB5 or Indian-born Rural EB5 investors. Rural Rural EB5 investments only require an $800,000 Rural EB5 investment, making the Rural EB5 an attractive option for those exploring Rural EB5 Opportunities and seeking faster U.S. residency through Rural EB5. As one of the most accessible Rural EB5 Opportunities available today, the rural Rural EB5 pathway offers both Rural EB5 immigration benefits and strong Rural EB5 economic impact.

Success with Rural EB5 Opportunities at the West Virginia Regional Center
A USCIS Approved Regional Center
The West Virginia Regional Center has been an active and approved USCIS regional center since 2013. The Rural EB5 geographic area includes the entire Rural EB5 State of West Virginia, Ohio, and the six eastern Rural EB5 counties of Kentucky—making it a prime Rural EB5 location for those exploring Rural EB5 Opportunities in rural and underserved areas.
The West Virginia Regional Center has sponsored two Rural EB5 projects. The first Rural EB5 project was the Dayton City Center Partners LP (Ohio) in 2017, a $33 million historic rehab development with 16 Rural EB5 investors, achieving 100% I-526 approval with I-829 approvals pending. The second Rural EB5 project was in 2022: the Wise Path Recovery Center in Fairmont, West Virginia, involving 4 Rural EB5 investors and receiving 100% I-526E approvals. These successful Rural EB5 outcomes further underscore the Regional Center’s strength in managing trusted Rural EB5 Opportunities across multiple Rural EB5 states.

Revitalization of Land and Community
AppleAtcha is an agricultural development Rural EB5 project in Eastern Kentucky that will be a vertically integrated Rural EB5 apple facility. The Rural EB5 Company aims to complete the transformation of 1,000+ acres of reclaimed surface coal mining lands into a thriving commercial Rural EB5 apple orchard. The first 60 acres of the AppleAtcha Rural EB5 orchard has been completed and is now in full operation in Eastern Kentucky, located in the rural Rural EB5 counties of Martin and Johnson. This Rural EB5 milestone was partially funded through an Rural EB5, supporting job creation and rural development. The advantages of a high-density Rural EB5 orchard are significant, as it greatly increases both yield and profitability compared to legacy orchards. Using Rural EB5-backed capital, the trellis system infrastructure was developed to support 1,000–2,500 dwarf trees per acre, allowing for precise pruning and efficient irrigation—ensuring each tree produces the highest quality apples. An additional 70 acres of Rural EB5 land has already been leveled, cleared, and is ready for planting in the spring of 2025. Rural EB5 financing is also being used to support the clearing of another 370 Rural EB5 acres in 2025, followed by over 500 additional Rural EB5 acres in 2026. By 2031, approximately 1,000 Rural EB5acres will be in full production, yielding premium Rural EB5 apples for the next 20–30 years and providing long-term employment opportunities, a key component of the Rural EB5 program’s job creation requirements. Historically, the Appalachian Mountains of Eastern Kentucky were known for timbering before the rise of coal mining. The Rural EB5 region’s elevation, climate, soil, and weather are naturally suited for tree cultivation. Research and the success of the Rural EB5 60-acre proof-of-concept orchard confirm that these conditions are ideal for Rural EB5 apple farming. The use of Rural EB5 funds is helping revitalize this area by transforming former timber land into productive, sustainable Rural EB5 orchards. AppleAtcha is led by an experienced Rural EB5 management team with senior Rural EB5 leadership backgrounds in apple orchards, construction, insurance, and real estate. The Rural EB5 project not only supports agricultural innovation but also fulfills the Rural EB5 economic development goals central to the Rural EB5 initiative. The Rural EB5 orchard’s apple experts and Rural EB5 minority owners, the Rasch Family—6th generation apple farmers from Michigan’s Fruit Ridge—bring invaluable Rural EB5 expertise. Their involvement ensures that AppleAtcha Rural EB5 benefits from proven high-density Rural EB5 orchard practices and industry-leading Rural EB5 apple production techniques, further supported by Rural EB5 capital investment.

AppleAtcha's Community Partner
Community at the Core
AppleAtcha Rural EB5 community partner, Community at the Core, a 501(c)(3) non-profit, will commence the construction of a packing and storage facility in early 2025. AppleAtcha will have a long-term lease to manage the facility. As part of one of the region’s innovative Rural EB5 Opportunities, this Rural EB5 facility will enable year-round storage of apples using controlled atmospheric storage (CAS), supporting continuous sales. Additionally, it will process apples from other orchards, expanding the project’s impact beyond its own acreage. This Rural EB5 Opportunities reinforces the sustainability and long-term growth of the Rural EB5 initiative, helping establish Kentucky as a key player in the national apple industry.
