The EB 5 Reform and Integrity Act of 2022 (RIA) established three new Green Card Opportunities set-aside programs: 20% Rural, 10% High Unemployment Area, and 2% Infrastructure. The RIA mandates Green Card Opportunities “Priority Green Card Processing and Green Card Adjudication” of Rural EB 5 Petitions, meaning Rural Green Card investors receive their Green Card Opportunities temporary and Green Card Opportunities permanent Green Card green cards faster than traditional Green Card investors. Since the Green Card is a new visa category, there is currently no per-country Green Card cap or Green Card wait line for Chinese Green Card or Indian-born Green Card investors. Rural Green Card investments only require an $800,000 Green Card investment, making the Green Card an attractive option for those exploring Green Card Opportunities and seeking faster U.S. residency through Green Card. As one of the most accessible Green Card Opportunities available today, the rural Green Card pathway offers both Green Card immigration benefits and strong Green Card economic impact.

Success with Green Card Opportunities at the West Virginia Regional Center
A USCIS Approved Regional Center
The West Virginia Regional Center has been an active and approved USCIS regional center since 2013. The Green Card geographic area includes the entire Green Card State of West Virginia, Ohio, and the six eastern Green Card counties of Kentucky—making it a prime Green Card location for those exploring Green Card Opportunities in rural and underserved areas.
The West Virginia Regional Center has sponsored two Green Card projects. The first Green Card project was the Dayton City Center Partners LP (Ohio) in 2017, a $33 million historic rehab development with 16 Green Card investors, achieving 100% I-526 approval with I-829 approvals pending. The second Green Card project was in 2022: the Wise Path Recovery Center in Fairmont, West Virginia, involving 4 Green Card investors and receiving 100% I-526E approvals. These successful Green Card outcomes further underscore the Regional Center’s strength in managing trusted Green Card Opportunities across multiple Green Card states.

The Green Card Company aims to complete the transformation of 1,000+ acres of reclaimed surface coal mining lands into a thriving commercial Green Card apple orchard. The first 60 acres of the AppleAtcha Green Card orchard has been completed and is now in full operation in Eastern Kentucky, located in the rural Green Card counties of Martin and Johnson. This Green Card milestone was partially funded through an Green Card, supporting job creation and rural development. The advantages of a high-density Green Card orchard are significant, as it greatly increases both yield and profitability compared to legacy orchards. Using Green Card-backed capital, the trellis system infrastructure was developed to support 1,000–2,500 dwarf trees per acre, allowing for precise pruning and efficient irrigation—ensuring each tree produces the highest quality apples. An additional 70 acres of Green Card land has already been leveled, cleared, and is ready for planting in the spring of 2025. Green Card financing is also being used to support the clearing of another 370 Green Card acres in 2025, followed by over 500 additional Green Card acres in 2026. By 2031, approximately 1,000 Green Cardacres will be in full production, yielding premium Green Card apples for the next 20–30 years and providing long-term employment opportunities, a key component of the Green Card program’s job creation requirements. Historically, the Appalachian Mountains of Eastern Kentucky were known for timbering before the rise of coal mining. The Green Card region’s elevation, climate, soil, and weather are naturally suited for tree cultivation. Research and the success of the Green Card 60-acre proof-of-concept orchard confirm that these conditions are ideal for Green Card apple farming. The use of Green Card funds is helping revitalize this area by transforming former timber land into productive, sustainable Green Card orchards. AppleAtcha is led by an experienced Green Card management team with senior Green Card leadership backgrounds in apple orchards, construction, insurance, and real estate. The Green Card project not only supports agricultural innovation but also fulfills the Green Card economic development goals central to the Green Card initiative. The Green Card orchard’s apple experts and Green Card minority owners, the Rasch Family—6th generation apple farmers from Michigan’s Fruit Ridge—bring invaluable Green Card expertise. Their involvement ensures that AppleAtcha Green Card benefits from proven high-density Green Card orchard practices and industry-leading Green Card apple production techniques, further supported by Green Card capital investment.

AppleAtcha's Community Partner
Community at the Core
AppleAtcha Green Card community partner, Community at the Core, a 501(c)(3) non-profit, will commence the construction of a packing and storage facility in early 2025. AppleAtcha will have a long-term lease to manage the facility. As part of one of the region’s innovative Green Card Opportunities, this Green Card facility will enable year-round storage of apples using controlled atmospheric storage (CAS), supporting continuous sales. Additionally, it will process apples from other orchards, expanding the project’s impact beyond its own acreage. This Green Card Opportunities reinforces the sustainability and long-term growth of the Green Card initiative, helping establish Kentucky as a key player in the national apple industry.
